Case Study

Block Management

Background

A block on Adelaide Crescent in Hove comprises eight flats and is managed by a company with three directors. Gareth is an owner-occupier, alongside two other directors. Four of the flats in the block are let to tenants.

Previously, the block was managed by a well-known local Estate Agent and Surveyor. The Directors became dissatisfied with the service due to a lack of independence, supervision, and proactivity. He was concerned that some surveyors might have conflicts of interest with the managing agent and felt that contractors were not being properly overseen.

Gareth’s concerns were correct. Surveyors should be independent of the managing agent to provide trustworthy, professional advice. Independent surveyors ensure that defects are accurately diagnosed, work is properly supervised, and owners can have confidence that recommendations are unbiased and in their best interests.

The Challenge

Gareth wanted a surveyor who could:

  • Diagnose defects in the property and ensure they are properly repaired
  • Provide peace of mind for absentee owners
  • Minimise his need for a BMA (Block Management Agent) while ensuring legal compliance
  • Respond quickly and effectively to issues without constant oversight

He had experienced frustration with previous surveyors who were slow, unresponsive, or not proactive, leading to concerns about costs, stress, and potential mismanagement.

What Gareth Looks for in a Surveyor

During our meeting with Gareth, he highlighted the following criteria for choosing a surveyor:

  • Recommendations and reviews –  At least 4.5/5 rating on Google or other platforms
  • Experience –  Especially with listed buildings and properties in conservation areas
  • Proactivity – Able to supervise work, manage contractors, and provide clear, actionable advice
  • Local presence – A surveyor who is familiar with the area and easily accessible
  • Communication – Direct contact via phone or email, with clarity in reporting timelines

He also noted that costs are acceptable if the service avoids stress and ensures the job is well run, but lack of responsiveness or oversight would deter him from using a surveyor again.

The Solution

Sussex Surveyors addressed Gareth’s concerns by:

  • Providing independent surveying services free from conflicts with managing agents
  • Ensuring proactive supervision of repairs and maintenance, including detailed reporting on cracks, leaks, and other defects
  • Offering clear guidance on legal compliance and block management responsibilities
  • Establishing direct communication channels with Gareth and other directors, with agreed timelines for reports and updates

Outcome

Gareth expressed satisfaction with the level of expertise, responsiveness, and independence provided by Sussex Surveyors. By partnering with a competent local surveyor, the directors of the block now have confidence in the maintenance of the property, ensuring absentee owners are reassured and the building is professionally managed.

Key Takeaways

  • Independence matters –  Avoid surveyors linked to managing agents to prevent conflicts of interest
  • Proactivity saves time and money – A good surveyor anticipates issues rather than reacting
  • Communication is key – Clear, direct, and timely reporting ensures peace of mind for owners
  • Experience counts – Expertise with listed buildings and conservation areas builds trust
